Feraligatr needs earthquake. If you positevely can't get , use aerial ace or brick break.

don't bother with un stabbed normal moves, you might as well use something cooler like persian if you want to use return

ice beam is pointless as it's special attack is poor and it won't really be hurting grass types

break break is pretty pointless without stab as well, might as well use machamp

surf shouldn't be used as hydro pump is a better choice for such a low special attack

I still don't understand Rock Slide..
It's weak, only 90% of acuracy and chances of flinch are very low..

If you want, you could replace one or both of the attacking moves with Focus Punch or Return. Earthquake would be a huge help, but if you don't have it...

Of course, there's always the Pickup ability in Emerald. Regarding Rock Slide, it's there for type coverage (Like Stardust25 said), and Feraligatr doesn't really have any other alternatives.

Rock Slide is the same power as brick break, with a better side effect and a lot better type coverage
