Figures you won't ditch Light Ball since you obviously want to keep Pikachu. Fine by me of course. Your team is chock full of special Pokemon and lacks a single physical presence, so you'll pretty much fail against Blissey.
Pikachu @ Light Ball
Hasty Nature (+Spd, -Def)
- Thunderbolt
- Thunder Wave
- Substitute
- Surf
Houndoom @ Leftovers
Modest Nature (+SAtk, -Atk)
- Crunch
- Flamethower
- Will-o-wisp
- Rest [With Early Bird]
Sceptile @ Miracle Seed
Timid Nature (+Spd, -Atk)
- Leaf Blade
- Thunderpunch
- Substitute
- Leech Seed
Jirachi @ Leftovers
Modest Nature (+SAtk, -Atk)
- Wish
- Psychic
- Thunderbolt
- Calm Mind
Lapras @ Leftovers
Modest Nature (+SAtk, -Atk)
- Surf
- Ice Beam
- Thunderbolt
- Sing
Latios @ Soul Dew [Leftovers if not]
Modest Nature (+SAtk, -Atk)
- Dragon Claw
- Recover
- Calm Mind
- Safeguard

Four Houndoom, this set is good:
Houndoom @ Leftovers/Petaya Berry
Flash Fire
- Pursuit/Hidden Power [Grass]
- Crunch
- Fire Blast/Flamethrower
- Will-O-Wisp
Also, Pikachu has Light Ball, why not use it for Volt Tackle?

You have a point. Regarding the Petaya Berry, it's really not of much use if you don't have something to guarantee it's activation, such as Substitute or Endure.

I don't understand why people want pikachu to learn thunderwave. Its static ability already takes care of paralization easily. And yes Absol, I have a Raichu in my PC that learns Volt Tackle.

lol
I suggested Thunder Wave only because there really is nothing else to suggest for it. Want to try a physical set? No, you don't.
