None of the above, try for a Structure, they're at least playable...
Starter Decks are only good for fishing out a handful of good cards to improve other decks.

These are the only ones i want off ebay, Is there a blue eyes in kaiba's evo deck?

Ya, get a structure deck or two. Might I recommend three of them for you?

Rock-The newest, and most powerful Structure deck out.
Warrior Madnesss when paired up with the rock deck. Nice cards, too.
Spellcaster-just madness. MADNESS Crazy cards in here as well.

My favourite type cards are dragon and spellcaster, is there a blue eyes white dragon and these decks on the poll are the only deck that i can find on ebay for less than £10 and buy it now

The spellcaster one is a nice addition, and the Dragon deck is alright.

If you have to, get the Kaiba Evolution. It's the best deck of the two.
