How can i get a lugia on my team on pkmon stadium 2?

You have to use an ingame Lugia, there's no rental one.

If you have a Lugia in Gold, Silver, or Crystal (I think it has to be at level 60 at least... can't remember), you can use it. But like AJ Flibble said, there isn't a rental Lugia. It's best to have a Lugia at level 100 (or at least in the mid-to-upper 90s), and use it, especially in the Gym Leader Tower.

Yes, it is the same for Ho-oh. And Celebi I think too, can't remember.

You can use a rental Celebi in the prime cup round 2

I'm afraid you have to get a Lugia from your Gold or Silver.
The are none available in the rental area.

You have to beat the normal game mode I believe,in the harder game mode, there should be a rental celebi, but I'm not sure...

you Can't get mewtwo, lugia or ho-oh without uploading them from your R/B/Y/G/S/C game. Celebi and Mew are available in round 2 prime cup as rentals
