I want to start a new game with my Emerald.

So I bred a team, and did the whole routine with the making them at the last egg stage before they hatched and everything, in my RUBY version.

If I start a new game in my Emerald version, can I trade between the two at the BEGINNING of the game?

IIRC Emerald doesn't let you trade eggs at the beginning. If you hatch them (and they belong to the Hoenn Dex) you'll be able to trade them.

By Hoenn-dex, you mean ALL 202 pokemon, correct?

speaking of hoenn dex, i never knew eevee was in the hoenn dex

Eevee isn't in the Hoenn Dex. >_>

Eevee is in the National Dex.

All of Hoenn's dex includes 200 Pokémon (i.e not Jirachi & Deoxys)

Yeah, when I first tried to trade my Umbreon and Espeon from Colosseum over to Ruby, they weren't in my Pokédex until a pokémon from Leaf Green was traded over and my Pokédex became the National Dex.

I did that in Ruby and Sapphire. It's impossible in Emerald, though.

It sucks, I really wanted an Eevee :/

I tried doing something like that with a Chikorita, and I figured out the truth the hard way ;_;

You can trade them over. Not the eggs though. You may want to hatch them and then trade over.

You can get national Pokemon on Emerald early via Colosseum. For some reason they let you trade national Pokemon.
