Lunatone if you need a Special user.
Solrock if you need a Physical user.

But really if you are needing a Special user, use Gardevoir. Gardevoir may have a very slight less HP than Luna, but it has more SPATK, SPDEF and SPD and also can learn Will-O-Wisp via breeding.

I believe Lunatone's better, due to better STAB and Calm Mind.

Both are good in their own way but Lunatone is just slightly better.

I say go with lunatone, but you need to use Timmy73's moveset, thats the only good lunatone

solrock is better i think. Give it a choice band, timmy's set and your good to go. It also has lots of resistances. Also lol how did you get a tough nature?

never, ever, ever use solarbeam exept on groudon, it is the crapiest grass move by far, switch it out for something with stab that doesnt reqiure charging

use solarbeam on a sunnybeamer. Never, ever, ever use it on groudon when he has that lovely 150 attack to work with. It's got far better things to do. And also absorb is clearly the worst grass move.

Well actually i think it depends on what he needs because they are pretty much 2 completely different pokemon...one being a physical sweeper and the other a special sweeper...so it really depends on what you need....if you post the rest of your team we could probably help you determine which would be better.

Timmy 73 move sets on both pokemon please. Choice band on Solrock.
Lunatone is slightly better, so you should go with that. There are better special and physical sweepers btw... And you should post the rest of your team so we can have a better idea as to what it is you need. (Solrock*physical* or Lunatone*special*) Btw.. what is tough nature?

ROFL Solarbeam on Groudon 150 atck > 100 atck

Go with Lunatone. It's cool and stronger than Solrock

Lunatone:
Psychic
Calm Mind
Icebeam
Hypnoisis

Solrock:
Sandstorm
Explosion
Shadowball
Rockslide/Earthquake

Don't give Solrock Solarbeam or Flamethrower just because it is the shape of a sun. Solrock is a natural physical sweeper, it should have physical attacks
Lunatone is a special sweeper, give it special attacks.

Omg, that team suxxors man. When you have time, get the team Timmy73 gave you, and try it out against your team now. You will see the difference, i promise you that.
But yeah, you should have Lunatone (out of those two anyway), but Starmie would be a better pokemon in that team i think.
