Please help with EVs?

I know what EVs are, but when some1 says for examole, "
EVs: 52 Atk / 252 Sp Atk / 204 Spd", is that how many EVs to give them, or bossts in that stat thanks to EVS, or do I have it all wrong? Please help me clear things up!
