I know I'm a little late in asking this, but how do you get a profile picture as a second avatar?

You don't. Only moderators and administrators can have custom avatars.

You mean the picture in the top left of your profile, right?
Like I said before: User CP->Edit Profile Picture->Upload image from computer

It just has to be within those restraints.
