my pichu wont learn volt tackle even though its lv 50 i lved up by giving it joy seeds

I believe you must raise IQ quite a bit. Hope that helps!

You can't make it learn Volt tackle in Red Dungeon. But in Explorers of Time and Darkness Pichu can learn it as egg move.
