Now let's say:
I am a male Eevee w/ Wish and another male Eevee w/ Fake Tears. Is there are way to merge the Egg Moves so I can get an Eevee with both Wish AND Fake Tears?

I'm not really sure about egg moves but as far as I know Pokemon can only learn their "egg moves" from the father. And there's no way that you could breed those two together.

There is a way. It's a nifty little thing called Smeargle. Take your Eevees and a Smeargle, go into a double battle, and have your Smeargle sketch the moves from them. Then breed a female Eevee with the Smeargle and voila, an Eevee with fake tears and wish.

If one pokemon can learn both moves, can breed with what you want, and can be male(?), then it's possible to get both moves on the pokemon you want. Good luck! :)

Two words.

Smeargle.

As for trying to get an Eevee with Wish and an Eeve with Fake Tears to make an Egg with both, its impossible, unless it can breed Fake Tears onto a pokemon in its egg group that learns Wish via level up, and can breed both back onto an Eevee.
