I'm not quite sure if i'm allow to have Zekrom in the team since he's a legendary pokemon but i need an electric type so he very decent.

Return over Free Fall on Wargle, and Superpower is not affected by Encourage, I prefer to replace that with Rock Slide, which is affected by Encourage and does not drop its stats. Though replacing Superpower means losing coverage against Steel-Types.....

As far as I know there's no item that increases the chance of a move's effect to activate.

i agree it conflicting with Wargle but doesn't encourage said that it force the attack's side effect to be negated?

Yes it is.

However, Encourage only affects moves that has a chance to give bad effects to the foe.

Moves like Flare Blitz (may Burn the foe), Psychic (may lower foe's SDef), or Rock Slide (may Flinch the foe), for example.

Dragon Claw on Ononokusu. Outrage's ConfuseHax will hit hard with +1 attack.

Doryuuzu@Life Orb
Sand Strength
Earthquake
Rock Slide
Brick Break
Shadow Claw

With Sand Strength you wont really need Hone Claws. Life Orb/Muscle Band for that little extra power while Brick Break and Shadow Claw round up the coverage.

I agree with Dragon claw for Ononokusu

for doryuuzu is it ok to have alll attack and no support technique? i was kinda thinking with wide lens and hone claws boost the accuracy of the OHKO attack like horn drill and fissure, how much hone claws boost accuracy? I was just curious to try that combination. i know with articuno have the mind reader + sheer cold combo. but i guess this is good too. so is all other pokemon good? or need improvement?

^ Accuracy mods don't actually work on OHKO moves at all so using Hone Claws to try and make them better will do nothing. They're far too unreliable in general, so I'd suggest you run a set like:

Doryuuzu @ Leftovers
Adamant Nature
Earthquake
Rock Slide
Swords Dance
X-Scissor / Filler

A much more reliable set imo.

Outrage will work against you on Ononokusu; the confusion will work against you, and make you hit yourself too much. Dragon Rage is a far more stable, flexible choice.

yeah i gotta be realistic, btw is it ok to use a legendary pokemon in this team? because i can't find the rules here that i can't though.

Noctourniquet

There is absolutely no valid reason not to use legends, here or anywhere, and so there is no rule against it.
