I just found this out, you can buy taming items from Wigglytuff that can increase the chance of a pokemon joining your team.

For example:

The first item on the list of items sold costs $130 and can help you canth pokemon like Teddiursa. (press Start to see what pokemon can be caught using the item).

Not that it matters but I don't think these are items but "plots of land" that suit the various folk. I'm guessing you need to already have the appropriate plot of land to have any chance of the wild guy joining your force.
