It's not confirmed that it's Lucario, it's called Lucario because we don't know his english name(That means you Nintendo!!!) and when Manane's english name is confirmed, you should probably change that. And yes, Igglybuff stinks, but every Igglybuff stinks!:D Oh yeah, nice art!
