I would like to submit this:
    http://www.quotaless.org/

    Good Points
    -Fast support
    -Active staff
    -UNLIMITED hosting, no ads
    -Both LayeredPanel and cPanel accounts
    -FREE
    -Server speed (see below)

    Bad Points
-Only that you need 50 posts & 30 days of membership to make a cPanel, but it is entirely worth it with what you get

Probably the best host out there. Check out the server speed:
    http://i303.photobucket.com/albums/n.../ql-sspeed.png

It is even higher on the cPanel server, since that is the brand-new one.

cheers for all those useful sites!

I chose http://www.Forumotion.com over the other free forum hosts because of the number of features that it includes, the simplicity of the Administration Panel, and the 24/7 support forum that is available.

This one was already posted with all the perks earlier but I do think http://www.110mb.com should be added to the list. It's an excellent Free Host that offers pretty much everything in one ad-free package. If you don't know HTML you can probably use one of their one click installs to make whatever you need.

Now here's one I didn't see listed. Here's a free FLASH host: http://www.moonfruit.com. This place is good if you want to create a small good looking website but you don't want to take the time to learn HTML. It has a simple point and click interface that gets the job done.

Resource for Web Safe Colors: http://www.visibone.com/colorlab/

Resource for Premade Color Combinations: http://www.colorcombos.com/

On both sites you only need to click on your favorites and copy / paste the color coding into your HTML.

Resource for Premade and Remotely Hosted Scripts: http://www.hotscripts.com/

This offers a mix of free and paid scripts but the selection of Free Scripts is notable. There's also an entire section devoted to Remotely Hosted Scripts in case you're happy with your Host but want a particular feature they can't offer.

Resource for Copy and Paste CSS / Javascript Codes: http://www.dynamicdrive.com/

Has a ton of unique looking menus for starters.

    Free Website Templates: http://www.freewebtemplates.com/templates/dhtml

For those who know HTML / CSS but need a layout in a pinch.

Free Skins and Images for Invisionfree Forum Owners: http://ifskinzone.net/

You need to register to access the database of free Skins and Icons but it's well worth it.

    Free HTML Editor: http://www.evrsoft.com/

This thing is pretty nice. It has a dual screen that allows you to see the changes being made to your webpage as you code them without having to check it in a browser window or upload it to your host. Also has a lot of generators to help make mudane tasks like generating tables and links easier.

    Free Raster Image Editor: http://www.gimp.org/

I have to admit GIMP might be a little overwhelming for an absolute beginner but the good news is that a lot of graphical tutorials designed for Photoshop will also work in the GIMP. There's also a ton of tutorials out there to help you get better aquainted with your new graphic editor friend.

    Free Vector Image Editor: http://www.inkscape.org/

If you're making your own graphics by hand you might want to consider making them Vectors so they scale easily depending on what you want to do with them. Again there are plenty of tutorials to get you aquainted with this Editor.

    Free Shoutbox: http://www.shoutmix.com/main/index.php

    Auto-Refreshing Shoutbox.

110mb. No Ads, more space and bandwidth then most people use, and a Temple driven Site Builder among other things.

You can buy more add-ons but the average user doesn't need them.

    Default re:hosting

    personally, i use www.host100gb.com and www.1and1.com

they are fast and a good deal. and are the largest shared hosting provider

it include a domain name, 100Gb of web space, 20 email addresses, 2GB of mailbox space per account, 100 MySQL databases, 100 email aliases, photo galleries builder, web builder, blog and rss capabilities, firewall protextion, etc....

and that is only the beginner package at $4 a month. Go up to $5 a month, and get 100Gb of space, 1200 email accounts, 2 domain names, host many other websites there as well, 25 MySQL databases, etc. etc. etc....

they are the best deal i think. I've used them to host over 65-70 web sites.

You can spend some bucks registering a domain name, and a few more to have a company host your website, or you can get it all for free. Here's how.

    #
    1

Microsoft, of all people, will give you a website and domain name absolutely free. Though aimed at small businesses, anyone can register and set up a website.
    #
    2

Head to office.live.com and click on the button that says: "Office Live Small Business -- Sign Up for Free."
    #
    3

Fill in the simple registration information...it's basically name, city/state/zip, and email.

You'll be asked some business questions like "Number of employees". Just answer as best you can, even if the answer is zero, or one (yourself!).

Use the simple form that pops up to register a domain name, and build a website. You can have the whole thing in operation in 15 minutes.
