There's no 'best' sweeper moves for Dragonair. You'll have to make a moveset for it yourself, then teach it those attacks.

Stragety-Using kings rock with twister,pray itll work,use thunder wave and atract to prevent foe from using moves,twister and kings rock are for flinching to annoy the foe,i know its sucky but thats the best for me
