should have Thunder Wave as the first option on the 4th slot.
Helps get subs up, and is the most useful in-game which isn't hard to get.

Also, Hasty should also be an option.

Other options: Counter, Destiny Bond, Swords Dance(needs a physical attack for this to work, though), Grasswhistle. Not exactly sure about Cacturne’s moveset

your current cacturne is meh.
