Is there any moveset I can use for Raichu without using HP or Surf or Breeding moves? This is because it's ingame and it's pre E4.
I dont have access for Surf and I'm trying to catch a HP Grass/Ice/Water one but i've only got Dragon.

For the regice guy:
the nature is good, the evs are also good, but only for your moveset. Yeah, cmer wants max def but I think that standard regice set is the best, so the evs should also be changed. So here are the changes:
Regice@Leftovers
Bold
252 hp, 100 def, 158 sp.att (max hp is always necessary for pkmn that have generally high defensive stats. You need some sp.att evs because this set has no calm mind)
1. Ice beam (no blizzard on bf pkmn!)
2. Thunderbolt
3. Thunderwave (this move just rules on pkmn as bulky and slow as regice)
4. Rest (pkmn like regice need a recovery move... Every physical/special wall needs. No room for calm mind, sorry!)

I don't think that there is a way to get Rock Slide on Heracross in R/S. You can use a Rock Slide move tutor in Fire Red/Leaf Green to get Rock Slide on a Heracross and then trade it to R/S.
If your main goal is to defeat the Elite 4, any move set should be fine as long as you have a lot of revives and max potions and if your pokemon are leveled up. I recommend evolving your Dragonair to a Dragonite if possible for the better stats. I prefer Ice Beam over Blizzard for accuracy. Thunderbolt should be enough to defeat Lorelei except for Jynx. Get rid of Dragon Rage. It's a weak attack. 40 hp damage will not be a lot when you're battling against high level pokemon of the Elite 4.

Brick Break and Flamethrower combine to hit ALL of Loreli super effectively, Wing attack and (Brick Break for first run, Flamethrower for second.) take out Bruno, Agatha's ghost's are weak defensively, Flamethrower should take them, Dragon Claw handles Lance, and you're rival... well, you should have another pokemon to help out Charizard.

Yay, Ninetales, one of my favourite Pokemon! That's actually one of the best movesets a Ninetales can have IMO--makes it a great annoyer. (I always put another attack in place of Attract, but...) As long as you don't use it on same-gender water Pokemon, you should be fine.

Brick Break is for Loreli (Barring Jynx), the Steelixs, Tyranitaur, and possibly one or two other weak pokemon. Shadow Ball is for Agatha's ghosts, Jynx, and for other weak pokemon: possibly one or two of the rival's pokemon (like, for instance, Eggsegutor.) Psychic takes most of Gary, Bruno, Agatha's poisons, and Lance.
The filler is where it gets tricky. Recover is needed at lower levels, when Mewtwo cannot OHKO Tyranitaur with Brick Break. The second it can, drop Recover for either Ice Beam (for Lance) or Thunderbolt (for Loreli, barring Jynx and Piloswine).
