Those are the Kanji for Nagato's Doujutsu.
Apparently, it means something along the line of "metempsychosis" eye, or an eye that gives him the power to tranfser his soul into another human or animal at death.
This makes sense, since we've seen that no matter what body one is in, they keep the same eyes (Orochimaru, Pein), and both of Pein's bodies have had the same, multicircular eye.

I'm no history buff, but didn't the Puritans use a swimming test for witches? You know, if she could swim she was a witch, but if she drowned she was innocent.
