Not to butt in where I may or may not belong, but if you're uncomfortable with it, then why don't you try a different community where things are run a little more to your liking? It's not like SPPf's the only board in this fandom, after all. The others are pretty much a quick Google search away. And that's if you don't just start up a board for you and your friends. That seems to work out for some people too.
Otherwise, I kinda have to say I appreciate this guide myself. While I know how a report's submitted and all, I know a lot of other people don't, so it's actually sort of cool that they went out of their way to explain how the whole thing works so the ordinary folks can get a mental handle on why a mod might not respond super-quickly or such.

No, we avoid mentioning names unless the situation calls for it, even then it may not even be the person reporting it.
The Staff still have decide if the post is worth a infraction and which one to apply. All you do is point us in a direction that you think we need to take a look at.
The main thing we use the names on the report is to know who sent the message, if we find out it was false or intentionally to try to ban another person. We also use it to help us consider new staff.
