Drill Peck VS Whirlwind

I would say Whirlwind. You can easily use HP Flying or even Aerial Ace as an offensive move.

skarmory uses spikes 3 times. then roars. and roars. and roars. and roars. it kills tonnes of pokemon. then drill peck is there to finish one off. but if a pokemon like.. mr.mime came in, roar doesnt affect him due to soundproof. so that is where whirlwind is preferred. in which case, you need hp flying or aerial ace>drill peck, as whirlwind and drill peck is not possible to achieve on the same pokemon.

yes. otherwise skarmory would even more used as every pokemon sent out would die.

You use Spikes with the Roar/Whirlwind combo and the opponent's Pokemon will get hurt unless there Flying or Levitating Pokemon?

Yes. Unless they have the ability Suction Cups or Soundproof. That's why it's preferred to be used with Whirlwind.
