I know decks like this "work", but I don't like decks being all over the place. Focus on a theme. I took a quick skim over the deck. Where is Giant Trunade to help protect Toon World? And you would need more Toon Table of Contents for deck thinning and hand support. I'm not "that" experienced with Toon monsters but that is what I think about it. But this should be the core:

I know it's a bit out there, but it does work... But yeah, I'm trying to get TDMG at the moment.
I'm not gonna use TMS - personally, it sucks... Regardless of what people say about "Card Advantage" and whatnot, it's just too weak and whatnot...
But I know I need more TToC - I just haven't got any more... The only Toon card I have multiples of is Toon World, as you can see in the deck...

Destiny Hero - Plasma I use this for field clearance, and to negate any annoying effects like the Monarchs
Jinzo Obvious really...
Soul of Malice - Gohka It's a Token provider, self booster and can be SS - might be hard for me, but the other effects are still good
Vampire Lord It's revival, which is good. I'm tempted to swap it for Sacred Phoenix of Nephthys. This would work better with Gohka
Toon Dark Magician Girl My main Toon attacker - it's pretty good all in all
Guardian Sphinx An odd choice, I know. But it's actually very hard to beat, especially as Monarchs can't beat it in battle, and the main to stop it's effect is to attack it and loose some Life Points. Nasty really
Toon Goblin Attack Force I use this mainly for stall actually, or for doing the final blow, removing a very nasty monster etc
Toon Gemini Elf The other main hitter of my Toons. She annoys one of my opponent's cause of the hand destruction, and with my Dark World playing friend, well I just tread carefully
Solar Flare Dragon My main burn cards - they also provide a nasty stall with Ultimate Offering while I wait to get something to finish off my opponent
Shadow Driver A nice way to get cards like Relinquished to attack directly, especially when it's got something like my friends Armed Dragon or similar equipped
Snipe Hunter Well, I like Gambling in this game, it's pretty good continuous use destruction - I just need to be lucky
Toon Cannon Soldier Well, it's a good burn, and it really helps when I want to finish off my opponent. I've done that a few times with this card, so I'm happy with it.
Victory Viper XX03 Well, it's a nice way of getting extra monsters out, and my opponent's are very wary of attacking it when I have a face-down S/T. They know I like using this with Rush Recklessly, and there isn't anything they can do about it.
Sangan Why wouldn't I use this? Most of my monsters have less than 1500 ATK, so it's a real nice card to have. Obviously
Submarineroid Well, most people don't regard this as a threat, till they realise I've got this and a couple of Solar Flare Dragons on the field, and they've just lost the duel. It happens, people ignore the little things if you have something really nasty out...
Neo-Spacian Grand Mole Better than D.D. Warrior Lady for me, as my Dark World using friend also uses Remove from Play cards
Stealth Bird It's like Submarineroid, but more damage for less DEF. And is vulnerable to Dark World Lightning.
Marshmallon Best. Stall. Card. EVER! And it looks like a cartoon, and does direct damage. What's not to like?
Mystical Space Typhoon Duh
Scapegoat Again, duh
Rush Recklessly Combos nicely with things like Victory Viper XX03 - don't suggest Shrink for this, as Shrink selects your opponent's monster for a decent effect. I choose my monster as it protects me against all attacks. See?
Pot of Avarice For my deck this is so very helpful
Hammer Shot Destruction
Smashing Ground More destruction
Brain Control Nice steal card: not cheap but can really annoy people
Magic Shard Excavation With Magician of Faith banned, I needed a replacement. So this is it.
Toon Table of Contents Duh
Golden Chest of Sealing Best. Tutor. EVER! What's more to say about it?
Lightning Vortex One of the best monster destruction cards there is.
Swords of Revealing Light Decent stall card, and reveals my opponent's face-downs (he likes to put Banisher of the Light face-down)
Snatch Steal Best. Steal. Card. EVER! In my opinion. So it's an obvious choice.
Premature Burial Nice bit of revival
Toon World Yes, it's a crumy card, but the Toons themselves are nice. This would be so much better if it had it's own effect...
Ring of Destruction Burn and removal? Yes please!
Bottomless Trap Hole Anti-Dark World
The Transmigration Prophecy I like this... So yeah
Mirror Force Cool card, nice effect and whatnot
Magic Cylinder Um... burn and attack negation? Of course...
Dead Spirit Zoma j Burn and a free monster which can become a beatstick? Of course!
Call of the Haunted Almost completely free revival
Nightmare Wheel Stops Flip effects, burn, attack negation etc. Decent
Ultimate Offering I think this is the best way to bring out high level monsters. Cheaper than Mausoleum of the Emperor, and better in most cases

Lava Golem I really like this, and it's pretty annoying to watch as get rid of my opponent's best monsters.
The Creator Nice bit of revival here. And defence
Destiny Hero – Dasher Why not? I mean, I can bring out anything, and if I want, tribute it to get something stronger out.
Chiron the Mage I think this is good S/T destruction myself: turn anything into MST. Decent
Mysterious Puppeteer Part of a OTK that I could do
Black Ptera Another part of that OTK
Neo-Spacian Air Hummingbird * I know most people say Life Point gain sucks, but this gives you alot, most of the time. And I need it, what with Toon World and whatnot
Monster Reincarnation Gets back my Nomis and un-Special Summonable monsters.
Toon Table of Contents * Duh
Mist Body * Nice bit of protection.
Wave Motion Cannon * This might be in the Main Deck, but since it requires careful use, I prefer to keep it here till I know what my opponent's playing
Card Trader * Nice bit of draw, especially when I've got too many high level monsters in my hand
Ceasefire Decent burn, anti flip? Oh yeah!
Mask of Restrict This and attack negation and Lava Golem is a nasty 6TK
Ordeal of a Traveler It's a good stall card, and a good bounce card. Shame it reveals my hand...

Reign-Beaux, Overlord of Dark World * --> Very good counter for me: one of my friends plays Dark World
Sacred Phoenix of Nephthys * --> I'm not sure about this, as I've got Vampire Lord. But this and Spirit of Malice - Gohka is very nice
Ancient Gear Engineer --> Nice effect and whatnot. S/T destruction and S/T negation is good. But it's weak: the reason I use Rush Recklessly.
Exiled Force --> Do I need more Monster destruction?
Nightmare Penguin --> I just like Penguins...
Spell Striker --> Great card, better than Cyber Dragon, this and Mist Body is good, and it's a Direct Attacker. My kinda card.
Enemy Controller --> Obviously, it's a good card. Not high on my priorities to add though.
Shrink * --> It's like Rush Recklessly. Thus, it's good. But I'm using Rush Recklessly as it can help alot more (it continues on the monster, thus it will protect me longer).
Giant Trunade --> To help protect Toon World if needed. And since it's not Destroyed, TDMG stays on the field and can attack directly.
Secret Barrel * --> BURN!
Gravity Bind --> One bit of stall: Could be good, but I have got some nice stall already...

Toon Table *must* be run in threes. Otherwise, their effect is sub-par and limiting their own potential.

Like so:

Toon Table ---> Toon Table ---> Toon Table ---> Toon World/Other needed Toon Card.

As you can see, thats a deck thin of 3 cards + no hand loss + a required toon card you need.

Some of the cards in this deck seem all over the place though...like Plasma (Bloo-D) and Gohka.... .-.;;; And Air Humming Bird would be a nice addition, even if just sidedecked. On your first go, if you go first, 2500 LP is nothing to scoff at.

How do I add TToC x3? I've got one in my main and one in my side.
Plasma is in there cause he's cool, negates effect and clears field.
Gohka is a cool card (so to speak ), and a nice effect.
For my deck, should I add Phoenix and it's tutor?

See, the thing is, my deck has no real staple Attribute...

But, being honest, I don't really go for much deck slimming. I win normally anyway...
I just beat people by combining burn with some beatdown and control...
And I feel most searchers suck anyway - Alien Grey really helped recently: I flip it up to reduce the ATK, tribute it for Mobius (removing his defences) before getting rid of his monster - I can't remember what it was though...

Well, I've done an update on it. Added and removed some cards. It performed very well, and has let me get Relinquished even faster now - I managed to get all the pieces by turn 3 or 4 every time

Your deck is good and alot like mine- All over the place. Well, you could do maybe with more toons like everyone's saying. And do you have Thousand-Eyes-Idol? If you fuse Relinquished with it you get Thousand-Eyes-Restrict, which stops monsters attacking and it can suck monsters to get attack. It's only defeated by Magic really.
