Can you explain how to use it? Little by little.

I go to the grass area and use Max Repel. Later I use Radar and I see that some little parts of area move. I dont go there only I use Radar over and over again and I look for shiny part of area where shiny pokemon should be. Right?

No, you go battle the pokemon in the grass, when the battle is over then more grass will shake, you keep doing this untill your chain breaks or you catch a shiny.

It's true that the PokéRadar increases your chance but only by a very slim amount. When your chain gets up to 70+ you have quite a big chance of finding a Shiny Pokémon.

The number of the same type of Pokémon you meet in a row while using the Pokéradar is known as a "chain". A chain of 13 Bidoof means you met thirteen Bidoof in a row thanks to the Pokéradar.

So, if I find 70 Bidoofs I will get a chance for finding shiny, yes?
What will happen if I find 40 Bidoofs and 41th pokemon will be different (not Bidoof)?

After 70 Bidoof you have a very big chance but not 100%
After 1 Bidoof you can also find a Shiny one but with a very small chance.

And if you fund 40 Bidoof and your 41th is different, your chaine is broke and you have to start over again at 1

It has to be very bright silver collored.
    Not just some "sparkling" grass.

Either other wilds jump at you or you get the wrong patch of grass and find a different Pokémon.

You have the best chance of keeping your chain moving by hitting the moving patch of grass that is farther from you than the others are (if there are more than one). It's never certain that it'll be the same Pokémon, but it's VERY likely.

Just got a chain of 9 Raticates, and that's my best record. -_-

Probably about as impossible as running into a shiny under normal wild conditions. Not impossible, but VERY unlikely, lol.

When you complete the Sinnoh Dex and go to Rowan's house. Oak will give you the National Dex & Rowan will give you the PokeRadar.
