I think Stark is 1 and Halibel is 3. not really sure, it's kinda really hard to tell. I think Ulquiorra looks stronger than all of them IMO.

Rangiku has potential to get a bankai. If you remember awhile back when Hitsu, Rangiku, Yumichika, and Ikkaku were meditating with their zanpaktou, It was noted that Rangiku is training to learn bankai, so it is possible. We just don't know yet.

Yeah, she has the potential to learn it. The only problem is that she's just now learning how to do it, and unless she uses Urahara's method, she'll have to train for decades to learn it.
