An incomplete arrancar was one of Aizen's first experiments, like the Grand Fisher, who where not complete arrancar. They haven't revealed any more about Isshin yet, but due to the arc the manga's on now he should come into play sometime or another.

It's like Zangetsu; his spiritual pressure is so great he can keep it in shikai constantly. However, whereas Ichigo called out Zangetsu's name, initiating shikai in the first place, Kenpachi basically forced it to reach shikai.
