I think "El Verdugo" means "The Executioner" in English.

It's Spanish. I'm assuming this since Tite Kubo uses Spanish language when referring to Arrancars/Hollows.

She can inspire fear without even looking at a person, that's good enough for me. Besides, Yachiru is higher on my list, as I wanted Kenpachi to fight Stark and Linnet (or however it's spelled) to fight Yachiru.

Stark could easily kill Kenpachi, and Yachiru could easily kill Linnette. So i'm guessing Kyuoriaku(sp?) is stronger than Kenpachi so he could kill Stark easily.
