Out of all the gens, there are seven electric types that have dual typing. The other 22 electric types are exclusivly electric. And three of the dual-types are evos.

There are 33 fire types, and only 2 (maybe 3?) different lines were available in Sinnoh dex.

Well considering the fact that there is evidence that arcanine was created way before the birds that would be a no.
There is also evidence that they made caterpie and metapod right before they made butterfree so that would also be a no.
But that's just what I think.
