How does Mean Look stop wild Pokemon escaping and trainer's pokemon from returning?

Based on the apperance of how it worked, it seems to be some sort of invisible barrier around the Pokemon, that prevents a Poke ball from working. For wild Pokemon it probably affects them mentally, probably with the instinct to battle with the Pokemon as opposed to fleeing.

Considering that Ho-Oh and Togepi debuted well before Gen II, that's a safe assumption to make.

After Johto, they've been decent at keeping track of gender differences.

Honchkrow appeared in the episode where Ash battles that gym leader Maylene because Paul uses honchkrow and magmar to dominate her.

Honchkrow is one of Paul's pokemon. I believe it's first appearance is the episode where Ash and co meet Maylene in Veilstone, in the flashback to Paul's battle.

Basically, they were nameless, faceless plot devices of no consequence.

Probably not. Brock only had 3 Pokemon in all of Hoenn so it looks to be the same in Sinnoh.

Maybe not but it gives the dubbers more time to dub other episodes. You should be happy that it's only 20 episodes because before it was around 50 episodes in Hoenn.

Seriously. Back in early Johto we were a year behind. Lucky for us PUSA only dubs one show so the gap is short.
