I think I figured out why he mentions those who don't really like Pokémon are welcome.
It's nothing more than him opening a hand of welcome to even those who dislike Pokémon. They're welcome to learn this awesome news as well, so no discrimination from Masuda. But it's not like he's expecting people who dislike Pokémon to actually watch or even that the news is relevant to them.
I will not say I'm the best. But by Ash's standards, I'm pretty good.
