Most of these should only happen if Pokemon are ever allowed six moves instead of four.
Pikachu - Get back Volt Tackle and have either Light Screen or Agility
Bulbasaur - Take Down and Sludge Bomb. If it ever evolves into Ivysaur, replace Vine Whip with Power Whip (I know its only obtainable through breeding, but it didn't stop Pikachu and Volt Tackle)
Chairzard - Blast Burn, Heat Wave, Air Slash, Dragon Claw, Dragon Pulse, Sky Drop (any of them, really)
Squirtle - Icy Wind could be interesting, setting it apart from May's Wartortle and Dawn's Piplup, which both have Ice Beam. Maybe Scald as well.
Pidgeot - if it ever comes back - Hurricane, Steel Wing, Twister
Butterfree - if it ever comes back - only keep Stun Spore and add Aerial Ace, Energy Ball, Bug Bite, Psybeam and Silver Wind
    Kingler - Mud Shot, Brine
Muk - Fire Blast, Poison Jab
Tauros - Zen Headbutt, Stone Edge, Earthquake, Bulk Up
Primeape - if it ever comes back - Overheat, ThunderPunch, Close Combat
Lapras - again, if it ever comes back - forget Water Gun and add Water Pulse, Hydro Pump, Body Slam, Sing and Psychic
    Snorlax - Sleep Talk, Rollout
Heracross - Lose Hyper Beam for Focus Blast (at least it gets a type boost), Endure, Night Slash
Bayleef - Replace Razor Leaf with Magical Leaf, just to make it a bit different to Bulbasaur, then add Light Screen
Quilava - If it evolves, learn ThunderPunch
Totodile - Aqua Tail, Ice Fang... EVOLVE FOR DRAGON CLAW!
Noctowl - regain Hypnosis, add Dream Eater (so Ash learns something from battling Tobias), and then Shadow Ball.
Donphan - Thunder Fang, maybe? Get Earthquake back.
Swellow - Ominous Wind and Hidden Power (ice) for fun.
Sceptile - Dragon Pulse, X-Scissor, Night Slash
Corphish - Night Slash, maybe Dig
    Torkoal - Earth Power, Smokescreen.
Glalie - Water Pulse, Ice Fang, Dark Pulse
    Staraptor - Heat Wave
Torterra - Rock Slide, Eathquake/Earth Power
Infernape - Blast Burn, Focus Blast, ThunderPunch
Buizel - Get back Water Pulse. Razor Wind over SonicBoom, and Pursuit or Iron Tail
Gliscor - Poison Jab, Earth Power
Gible - Evolve to gain Sandstorm and Twister
Unfezant - Something, anything to make it less like a Pidgeotto/Swellow clone!
Oshawott - A move that's not of the water type.
Pignite - Arm Thrust or Brick Break. Maybe Wild Charge
Snivy - dunno, maybe Aqua Tail to make things interesting. Aerial Ace perhaps.
Scraggy - he's part dark, so lets see a dark type move! Like Faint Attack.
Leavanny - X-Scissor, Slash, things to keep it from copying Snivy. Iron Defence could be interesting.
Palpitoad - BubbleBeam or Muddy Water, Earth Power, Bounce.
    Boldore - Bulldoze
Krookodile - Low Sweep, Shadow Claw (for the opposite arm to the one that is used for Dragon Claw, Ash could make it a battle strategy.)

This is the first ever team I assembled, way back when I first played Pokemon Blue, some twelve years ago
They were awfully matched and I lost against the Elite Four like ten times before winning beating the rival on a fluke (Venusaur survived Fire Blast with 2hp and landed a critical hit with his last Razor Leaf)

I understood nothing about the game mechanics, and their moves were awful!
Hopefully my Pokemon White team looks better!

    For Unova teams...

    Ash's Team

Pikachu : He already learned Electro Ball, it's enough.
Oshawott : Ice Beam, Blizzard, Revenge or Furry Cutter, he musts learn something else.
Pignite : Heat Crash ? Head Smash and Brick Break. Superpower could be nice too.
Snivy : Iron Tail or Aqua Tail, that's sure, and maybe Leaf Tornado.
Scraggy : There's a loooooot of moves, I'll say Iron Head, Fire Punch, Crunch with Faint Attack or Payback.
Leavanny : X-Scissor is obligated, Leaf Blade could be good too, and finally Signal Beam.
Palpitoad : Muddy Water, Bounce or Bulldoze.
Boldore : Bulldoze too and Power Gem.
Krookodile : Outrage, could be nice, and Earthquake.

    Iris's Team

Axew : Dragon Claw and/or Dual Chop.
    Emolga : Acrobatics and Thunderbolt.
Excadrill : Horn Drill or Fissure ? Powerful. With Aerial Ace and Rock Slide !
Dragonite : He needs more moves ! Like Hurricane, Wing Attack and Draco Meteor.

    Cilan's Team

Pansage : Mmh, he already had good moves, but I'll say Seed Bomb (to update his Bullet Seed) and Energy Ball.
Crustle : Nothing, Struggle Bug for another Bug type move ?
Stunfisk : He needs Thunderbolt or Thunder, Bounce/Muddy Water and Fissure.

    Pikachu should learn Fly.
Tauros should learn Wild Charge (I think it can use that).
Tracey's Scyther should learn Bug Bite and Aerial Ace.
Ghirajinxaphobia (or Ghirajinxphobia) - Fear of Ghirahim being cosplayed by a Jynx

The Warners are taking the Hub by storm, and this time, no one will get them off air, not even the ponies!
