make sure you are putting in the codes exactly they way they are shown to the tee. As in you need to put in the hyphens as well i believe.

I thought so. I put it in after I beat the game that might be your best choice. I know you will also get the pikachu for beating it too. So it would be in your best interest to do so

You absolutely do not need to have beated PBR. I got it last night, and it was the very first thing I did when I started the file. Make sure you're entering it correctly, including the hyphens.

Maybe you are using the wrong version. The US codes wouldn't work with mine.

EDIT: What Blazios said. Which region are you in? It took me forever to find codes for the Australian version.

I just got both of those pokemon yesterday, and I was surprised to find that my electivire had IVs of 30 in both attack and speed! (along with 22 in HP) I quickly EV trained it with a 252/252/4 spread, and when I tested in in PBR it worked quite well. The only problem is that cross chop is a bit inaccurate.

make sure you have the codes in the self-intro part and that the hyphens are there, and the regions are correct. My codes work... in America!

I don't think there are Australia codes. Anyways, did you check the store? It might be there, you just didn't notice.

The European codes work with the Australian version, i know because i have the Australian version and i tried it.

Just telling you:

PBR Magmortar and Electivire were made to be strong.

Electivire is always Adamant and has Physical moveset.
Magmortar is always Modest and has Special moveset.

What if someone just entered random codes before the codes were out, and actually got a code right?

Well in the UK some people got the Magmortar code early due to the web url. I doubt anyone would get the get the code before it was released unless accidently leaked.
