The gym does not become available untill after you get the radio card for the Pokegear. You must complete the 5 quiz questions before Whitney returns to the gym.

Error: Meteoric Swarm (Draco Meteor) in RSE Attackdex' list of Dragon moves, while it's obviously not present in the game.
Fixing is as simple as deleting a couple of code in a single page to make the move invisible, just like some DPPt pokemon have their pages in 3rd gen dex. *rolls eyes*
