Totodile and Charmander (their final evolutions are my two favourite Pokémon) all the way! Not sure about the Hoenn starter, I don't really have a fondness for any of them... probably Treecko or Mudkip though.
I really want a Treeko but in the end I went with: Chikorita, Squirtle, and Torchic.

Kanto: Bulbasaur (since I picked Charmander in LG)
May I add that Steven Stone is so awesome? Since in all the games combined, he gives you a King's Rock, Beldum, Dawn Stone and a Hoenn starter.
Edit: Well, technically, he gives the King's Rock to someone else, but hey, giving anyone a King's Rock is a great honor in itself.

It's hard to decide...!
Bulbasaur: I have raised one in the majority of my games so far. He's one of my favorite Pokemon ever, so I may pick him again... but then again, I may want to raise something new.
Charmander: Never really felt any inclination to train it. I might for Charizard, as (hint-->) I've never trained one, but at the same time, I may just avoid it again.
Squirtle: I haven't had much inclination for training one until recently. Then again, it's possible that I'll already have a Feraligatr, Lapras, and/or Red Gyarados trained by then. Just like in Crystal, I likely won't be short of water types.
Chikorita: Raised one to Bayleef level, then deleted the file. Have never wanted to raise one since.
Cyndaquil: This one was an iffy for a while. I may want to raise one if I can trade or something... but I'll be picking Totodile. I suppose it's possible for me to get an Egg through a trade... I want my Cyndaquil to listen to me.
Totodile: For nostalgia's sake, I'm picking Totodile. I raised him in Crystal, and am looking forward to using him again. Totodile was the first Pokemon I ever had...!
Treecko: I personally sort of really love Sceptile now--a strong, fast Grass-type! Me choosing Bulbasaur may be a problem, but I don't think it'll be too much of an issue.
Torchic: I might choose Torchic for the simple fact that I've never raised one, and want to.
Mudkip: Raised one in Ruby (which I ended up losing) and Emerald. I may pick Mudkip for this reason alone... but again, it's a water type.
Piplup: Not a choice, but I think I might raise one simply because I planned on raising one in Platinum, which I only ever played a ROM (and a poor one, at that) for. : / Otherwise, I'll leave the Sinnoh starters alone, I've raised all three...technically.

Cyndaquil, Treecko, and Bulbasaur.
The first two are my faves from the region. I've only used the other starters from Johto and Hoenn competitively somewhat, and never as an actual "starter".
In Kanto, on the other hand... it's hard to decide. Venusaur is my boii =P and he has the least votes on here... what the heck? Why doesn't anyone like Venusaur? Whatever... hard call between him and Charizard but Bulbasaur gets my vote because he needs it... and Bulbasaur was the FIRST POKEMON I EVER HAD. Way back in Red Version. Yeah. I'm old. =/

I always chose Totodile on my Crystal, so I'll do the same for SoulSilver.

For my import I'll probably be doing Totodile, Torchic, and Bulbasaur. When I buy my game in English I'm thinking something along the lines of Cyndaquil, Treecko, and Squirtle, maybe Charmander.

It really doesn't matter to me - I have access to Kanto starters by FRLG, Hoenn by RSE, Sinnoh by DPPt, and now Johto by HGSS. I'll have all 3 Johto as I play through the game, then I'll probably pick Torchic (favorite starter line) and also Bulbasaur.
