R4, Acekard, DStwo, etc are all Flash Cards that mask themselves as other games so the system will launch them, from there one can load back-ups of their games (which are make-able via wi-fi now surprise! though 95% of games played on Flash Carts are pirated)
They are useful for backing up games that only have 1 save file coughPokemoncough but laws and such with them are finicky, and Nintendo constantly updates the systems to block the card.
Because. Though really, region locking nowadays is archaic as all hell, and it's rather ironic that they only just started region locking.
It would've made sense in the NES/SNES era, games back then required little to no reading to be able to play. Now even platformers generally have assloads of reading just to get past the title screen and to learn what does what.
edit:damn ninjas
When I think of region free games I think of the casino being taken away in North American versions of HeartGold/SoulSilver. If the video game industry ever becomes completely region free, other regions' laws and rating boards could be applied towards us as well, which would be unfortunate. I'm pretty sure that's Nintendo's mindset. Also, the fact that Japanese gamers pay twice what we do for a video game ($$$).
Let's Survive.

Is it wrong I'm getting quite angry with Capcom? I was excited for EX Troopers since it looked like a great game and just found out its not coming here at all.

I'd rather just use 3DS tbh
True but would still have to deal with Japanese voices which I find annoying compared to dubs. I don't remember so many games not being localized until the past few years. Sure some random obscure titles never came out but something like EX Troopers I'd think would do well maybe not a huge hit but still something to make a profit off. Then again considering they canceled Legends 3 idk what to think of them. I'm just glade they said thir bring PW5 over
