Satoshi Tajiri hasn't helped make any of the fourth and fifth gen games, and he claims to be the creator of pokemon. Well, it's probably because of the fact that Masuda took over he disappeared from the credits.

Tajiri probably came up with the idea of monsters that you can have in your pocket!. He must of then came up with the names and not much else.

You have the cause and effect wrong. Masuda plays the partial role of overseer on modern games because Tajiri has moved to the executive role, not the other way around. That's just how it goes: creators don't work on every detail of the creations forever. Shigeru Miyamoto doesn't have immense roles in the development of current Mario and Zelda titles, even though those are his creations.

No. There are a total of 48 legendaries, 13 of which are 5th Generation. Volcarona, Zoroark, Lucario, Unown, and Rotom are not legendary.

Sure it is. Heatran's one-off, can't breed, sits in the back of the 'Dex and has the other conventions associated with Legendaries.

Meloetta is the only one possibly Legendary.

Genesect is just an old bug Plasma messed around with. It's got more ties with fossil Pokemon than anything.

And Keldio's backstory event thing makes it seem(at least to me) that the one you get is just a specific one, rather than THE one that exists.

"Legendary" - that's specifically Legendary, as a proper descriptive noun - does not constitute actually being the source of a legend. Mewtwo is a Legendary and it's the source of... what? Some journals in a ruined mansion?

Legendary Pokémon are a subset specifically indicated by being at the back of the Pokédex, (usually) being unable to breed, (usually) being of heightened statistical status and (usually) being one-off, by way of either appearing only once in-game or being given out as an event Pokémon. Not all of them are all of those, but most of them are most if not all of those.
