No, you do not have to KO the Pokemon. You can either keep Beldum in the front and switch it out before the first turn, or you can give it Exp. Share. Any Pokemon that gets experience from the battle gets the full number of EVs from the battle. But keep in mind that if you give Beldum Exp. Share, you can't give it a Power item to boost your EV gain, so you'll have to kill more Patrats than you would with the Power item.
