If you are just using this Jolteon in-game and you are not planning on using it competitively, a 24 in Sp.Atk is more than enough. Competitively, it would be okay just for the average Random Battle on Wifi, too.

For those of you in North America who bought Black/White when it was released in Japan- which site did you buy it from? (amazon.co.jp? playasia?) I'm thinking of getting Black 2 from Japan but I'm not sure of a reliable place to buy it.

Does anyone know of a good guide on explaining how to find the iv of a pokemon and how to get a flawless pokemon because I really want to have a strong team so I can pwn my friends XD

If you want flawless Pokemon then you're best bet is to trade or learn to do RNG Abuse.

And to find the IVs of Pokemon you already have, you need an IV Calculator. The best one that I've found is Metalkid's IV Calculator. In order to use any IV Calculator, you need to know your Pokemon's EVs, what the "Judgement Guy" in Nimbasa says about your Pokemon, and its Hidden Power type. There's a guy in the Mistralton Pokemon Center that will tell you the Hidden Powers of your Pokemon, and the Judgement dude can be found in the entrance to the Battle Subway.
If you don't know your Pokemon's EVs, or you haven't been keeping tract of them, you won't be able to calculate the IVs unless you bring the EVs back down to 0 with the EV-reducing berries that can be found in the Dream World. If you need to do this, I recommend that you transfer at least 20 of each berry over to your game, save, and then use them. Then calculate the IVs of the Pokemon and reset the game. That way you aren't wasting berries that take days to grow and transfer.

It depends on what you are using the Pokemon for. If you are using your Pokemon as a tank, then you want to focus your IVs and EVs on Defense, Special Defense, and HP rather than in Atk, SpAtk, and Speed. If you are breeding a Jolteon, though, that you are using mainly as a Special Attacker, it's more important to focus your IVs and EVs in Special Attack and Speed. Of course, high IVs in every stat are better than low ones, but the IVs and EVs you need to be focusing on depend on what you need the Pokemon to do.

Ok I think I got it but I just read it in an hour so please tell me if I got anything wrong. First I captured an army of dittos with a 31 in at least 1 stat, next I breed the pokemon I want that has the nature I want with a ditto with a perfect IV in 1 stat, then I keep on continuing on breeding with all the dittos until I have a flawless pokemon, was that correct?

A Pokemon inherits 1-3 IVs from one parent and 1-3 IVs from the second parent. So if you just put your Ditto and the Pokemon you're trying to breed together in the Day Care, you can't guarantee which IV it will inherit from its parents. But if you give the parents the Power Item that corresponds to the IV that you want the baby to inherit, you can control one of the IVs that is passed down. Even if you manage to get a Pokemon that has three or four 31s, you cannot guarantee that they will all be passed down. So breeding a flawless Pokemon will take luck as well as time and effort. If you want a flawless Pokemon, the fastest way to get one is to learn RNG abuse.

Here's a scenario that I want to ask. Let's say I transfer a pokémon from ruby and sapphire onto my platinum game via pal park. After that, I decide to transfer it to Black and White through the pokétransfer. I know that the pokémon in generation III & IV games have their names in all caps, so does that mean any pokémon I transfer to Black & White will have their names in all caps too?
