Even if Starmie could pass on moves to its offspring (which it can't, because it's genderless), Staryu doesn't have any egg moves. You can't teach Staryu Hydro Pump via breeding because it's not a TM move and it's not an egg move.
And because Starmie is genderless, it will not pass on ANY moves to its offspring.

If you're planning on raising your team to be used competitively, I would say an outright "no". Because Ditto's only move is Transform, it needs to take at least one hit before can be of use. And if your Ditto is slower than the opponent (which it almost positively will be because Ditto has a very poor 48 base stat in all of its stat areas), it will need to take two hits before it can be used. Only an Imposter Ditto could be useful competitively, and Ditto is not yet available in the Dream World.
However, if you are just using your team for in-game purposes, Ditto could be a fun Pokemon to use if you want to. Just expect it to die a lot, since it needs to take a hit before it transforms. But there are people who use it for fun, so I'd say go for it!

If i left a couple (example: 2 litwicks or whatever) in the day care, and the old man tells me " The two don't really seem to like each other much", can i replace one of the with another litwick, until the man tells me that "the two get along very well" or something??

You could, but I have found that for the effort it really isn't worth it. You will still get an egg, it just takes longer.
I am asssuming you want an egg.

Which ability do you want? Illuminate and Natural Cure each have a 50% chance of appearing, so you should have at least one of both of those by now. If you're trying to breed an Analytic Staryu, you can't do that for two reasons: First, because Starmie is genderless, and only female Pokemon can pass on the DW ability; and second, because if you breed a DW female with a Ditto, it will never pass on the DW ability. DW females must be bred with another Pokemon in their egg group. Because Starmie can only breed with Ditto, you can't pass on Analytic for this reason.

It's very strange that all that you're getting is Illuminate. You should be getting 50/50 Illuminate/Natural Cure. You can't control the ability you get, but if you breed a Timid or Modest Staryu with the wrong nature, you can give it an Everstone and switch it out with the Starmie that you have in the Day Care. An Everstone gives you a 50% chance of passing down the nature of the parent that is holding it. This also works for Ditto - if you have a Timid or Modest Ditto, you can give it an Everstone to increase your chances of getting the nature/ability combo that you want.

In regards to the Dream World, is there a lower chance of obtaining the desirable female Pokemon than normal? I have problems avoiding Dream World errors, and 6/7 of the Pokemon thus far I've actually managed to befriend have been male. Just a spot of bad luck? XD
Anytime! I accepted your friend request and if you have any more questions, feel free to ask! People who do a lot of breeding often try to catch a Ditto of every nature so that they can breed more efficiently. If you want to do this, you can somewhat control the nature of the Ditto that you catch by putting a Synchronizer at the front of your team. A Pokemon with Synchronize, such as Abra, Umbreon, Elygem, or Espeon, when sent out at the beginning of a battle, will give you a 50% chance of "passing on" its nature to the Pokemon you are trying to catch. That's how people catch shiny legendaries (or regular legendaries) with a specific nature.
What kind of Dream World errors are you having? In the Dream World, every Pokemon you encounter has an 87.5% chance of being male and a 12.5% chance of being female. This is because females can pass on their nature via breeding, and Nintendo apparently wants to make us work to get the females.
