The event Mew from Emerald can be shiny, and trust me, there are plenty of shiny Mews out there. Most are Japanese. There were many people who SR'd for shiny Mew. They are very rare, but they DO exist.
MYSTRY Mew could be shiny because the developers forgot to put a shiny block on it. So far, none of the Wifi events have been able to be shiny - all have had shiny blocks on them. I am assuming that Darkrai as well cannot be shiny, but until someone looks at the coding and confirms this, the only way to find out is to do ~12,000 SRs. But I'm very confident that it will not be able to be shiny.
This is a good idea. If you want your Houndour to have the high IVs in Sp.Atk., get the Power Lens and give it to the parent Houndour. That way you are guaranteed to pass down that IV.
