Is there a reliable way to control IVs whether it be caught or egg pokemon, other than RNG and power items?

No. The power items are the way to "control" the IVs. Game Freak has been slowly reducing the luck factor in IV breeding for the past 3 generations by tweaking the inheritance mechanics and adding things like the power item.

If you're finding it difficult to breed decent (at least triple flawless) Pokemon with the power items either a) you aren't doing it correctly b) you're being too impatient

I know I'm being such a pest asking for help on sets but I'm looking for one on Jirachi in case a serious battle appears I want to have this little guy in storage, I need a set, and EV's. Looking for a flincher, the usual so for example moves like Ironhead and Zen Headbut, Also I have been thinking about getting a Dragonite on my team, but I also here that latias is better option, what do you guys think?

    Ice Punch
    Substitute

Give it Max Attack Adamant and max HP.
Also try and provide paralysis support.

For jirachi: You can run Special Defensive Jirachi, with 252 HP/252 SpD / 4 Def, Careful nature and Body Slam, Iron Head, Wish and a filler. Or the lead Jirachi, with 252 HP/252 Speed/4 Atk, Jolly nature with Stealth Rock, Body Slam, Iron Head, (filler).

For the Dragons: Dragonite's Multiscale made it more defensive this generation, and you can have a bulky DD set. And for Latias, she's more Special defensive/sweeper with a Calm Mind set.

    Thanks for the Jirachi Set!

Well which one would work better (dnite or latias) on a team with a flinch haxing jirachi lead machamp SubPunching Breloom, Specs Chandelure and a wish support Vaporean? It seems asthough I don't have a sweeper yet, so I guess latias because because you said it's more of a bulky sweeper, or maybe I should go back to a Ddance Salamance for this spot?

What would Max Attack Zweilous (Pre evo of Heidrogen) top including is ability Hustle? I feel like using a Scarf one or Band one :P

I have an Adamant nature, Somewhat Stubborn, Scyther, I want it to be on a trick room team as a Scizor due to its rather low speed, and would like to know what the EV spread should be on it. I assume max attack but would rather not have max speed, as bullet punch would attempt to cover the instance when trick room fails, and I would like to keep it as slow as possible when trick room is active. The natural defense of Scizor is pretty good, but the characteristic leans toward special defense. The real question is where to invest the other EVs instead of speed?

    Max Attack / 248 SpD / 8 HP

Makes you able to take on Reun who screws over most TR teams. Also means you can take a hard attack from Latios and hit back.

Your best bet moves wise is Swords Dance / Bug Bite / Bullet Punch / Roost

    F, X, 31, 31, X, 31, 31 holding a power belt (or what ever is for defense), jolly

What is the probability of getting a baby with 31, 31, 31, X, 31, 31 IVs, jolly and the right ability of I breed the two shellder?

I dunno the exact percentage, but have the female one hold an Everstone to have a higher chance to get a Jolly baby, as only one IV can be passed down through Power items.

Jellicent or Vaporeon for defensive. Kingdra is underestimated offensively.

Darminitan or Vocarona are the best bets for fire.

Rain Dance / Waterfall / Hydro Pump / Draco Meteor is Kingdras best set in OU. Come in on anything that it forces out. Lay down the rain and watch the opponent be torn apart. It does require some support. Bulky Waters and Ferro need to be taken out before it can sweep properly. However none of the bulky waters like taking a draco. Except maybe vappy or jelli because of recovery. All of its counters are taken out by Magnezone though. Which is something to consider.

Also Forgot slowbro and the ground waters for your water.

Quaggy counters most boosters and Gastrodon owns most special sweepers. It can even take a LO Gras Knot from starmie and hit hard back. KOs if you switch in on a water attack.

    Speed x2 in rain.
Dragon type, yet not weak against Ice
D-Dance for a lot of attack, and max speed.
    Good.

DD Kingdra should not be used in OU. Not fast enough.

Also Empoleon is another one. DEAD stops Latios

Even though people can't use Drizzle + Swif Swim anymore, people on the opposing team use Kingdra to their advantage against Drizzle teams. Free speed boost, any you're not using an illegal combination
But alone...yeah it probably shouldn't be considered OU....maybe BL

Can someone explain to me what an action replay can do? Can you put in a code, then receive any pokemon you want, level 100, any ev's/iv's, any moveset, and any item? Please tell me, because if not then I'm not wasting my time training pokemon for 3 months.

    1. it is UU.
    2. As a Rain Dance user it also counters most other weathers.

It's UU? dang I was off.
And if you put rain dance on it 1) that's 1 turn where you are vulnerable 2) that 1 less move. The Kingdra sets I use usually utilize all 4 moves.
But that's just my apparrently nooby and worthless opinion

You are forgetting gyarados. He is a beastly water type.

Also I don't think you mentioned infernape, or swampert.

    There are loads of choices.
