Here's a super detailed summary because there's so much going on here that needs to be translated fully:
Chapter 69: "Father and Arcades"
The Compass of Light carries Ryouga and his friends through the sky. Eventually, it leads them to an unexplored land surrounded by mountains. When they land, they look around and see a statue of Ryouga's father Garyuu! Karuta smiles at the idea of Ryouga's father being so great that someone would build a statue to honor him, while Rug thinks that the pose could be better but that it's still a nice statue. Miruto takes a closer look and, after examining it for a while, thinks that it's the real Garyuu they're looking at and that he's just been turned to stone. Ryouga and Rug laugh at such a crazy idea until a young woman appears and tells them that Miruto's assumption is true. Rug wonders if this person is Arcades.
The woman announces that she isn't Arcades; instead, she's his caretaker. After hearing that she's been his caretaker for generations, Yappy asks if she can tell them where Arcades is. She responds by saying that he's right there with them. Rug wonders what she means, saying that only the five of them and the caretaker are there at that moment. Miruto begins to guess that the statue is Arcades, and the caretaker confirms that yes, Garyuu is now the current Arcades. Everyone is shocked.
The caretaker takes this opportunity to look at Ryouga up close. She remembers hearing that Garyuu's son will be coming there to meet Arcades and deduces that he's the "Ryouga" she's heard so much about. Ryouga ignores her and asks what she meant when she said that his father, who's been turned to stone, is now Arcades. She explains that about ten years ago, Garyuu came to get Arcades' power to fight off an evil organization that was terrorizing the world. Miruto guess that she's talking about Fraud and the GG. The caretaker continues, saying that Garyuu would go on to pass the exam required to become Arcades and gain its power. She explains that "Arcades" isn't the name of any one person; instead, it's a name given to someone who inherits the power obtained from the previous Arcades! She explains that many, many people have been "Arcades" throughout time and that some have used its power for good while others have used it for evil. Garyuu used the power he got to return the world to peace but had to pay for it by becoming stone. Miruto remembers hearing Sabin say that there's no coming back after becoming Arcades and wonders if that's what he meant while Yappy is moved by how Ryouga's father sacrificed himself for the good of the world.
Ryouga smiles at how cool his father was and asks the caretaker how he can become Arcades. His friends are all shocked that he'd want to do this after hearing the caretaker's story, but Ryouga says he has no choice. They have no chance of defeating Fraud with the amount of power he's obtained, after all, and believes that becoming the next Arcades is the only way to prevent the GG from destroying the world. Karuta says that being able to defeat Fraud is good and all but worries that he'll turn to stone after he's beaten him. The caretaker takes this opportunity to interrupt and tell Ryouga that becoming the next Arcades is easy; all he has to do is touch the statue of his father. Ryouga begins to walk over but is stopped by Rug. Rug, in turn, is stopped by Miruto. She tells Rug that there's no turning back once Ryouga's set his mind on something and that there's really nothing to do, but Rug doesn't want to accept that. Miruto then admits, with Ryouga standing right there, that she "likes" Ryouga. As tears well up in everyone else's eyes, Ryouga approaches the statue and stretches out his hand.
Suddenly, a staff hits Ryouga hard in the stomach, knocking him away! When he gets up, he sees the caretaker holding a staff and telling him that he has to pass an exam before becoming the next Arcades.

Man, the next chapter is gonna be great. (and I'm guessing reBURST is nearing it's end? )
Spoiler:- text:
Yappy still has that thing on his collar, and now Fraud knows where Arcades is. Oh boy, Ryouga better hurry and pass that exam before Fraud arrives. I have a bad feeling Fraud's just gonna show up and take Arcades' power.
Well, actually you can tell. Even though it is manga, the characters must be sketched with physical details, which such will includes body shapes, gestures, movements, physical gender differences, etc, which just like that in real world. If you ever read though any books or reference material on "How to draw manga", then you will know the difference between female and male characters.
I saw that the caretaker of Arcades is a boy but not a girl because of these facts:
1. He has a flat chest.
2. He hand is not slender like a female hand.
3. His standing posture looks masculine.
4. The overall manga view: Up until now, only three female characters participated in actual battling, where the rest are all male. So the gender ratio of the one who can battle is largely sided towards male.

Maybe, but the caretaker can still be female. Sometimes girls can be mistaken as boys solely because of their look and way of speakingin the animes and mangas. An example: Souseiseki of Rozen Maiden, her appearance drived many to think she was male yet she was a girl. So I suggest to wait before jumping to (maybe) false reasons.

Well, as for another example, the manga Some Personal Problem of Kunisaki Izumo will also be like that. The protagonist stated clearly he is a male, but still almost 90% of the people mistake and treat him as girl despite that he still dress in men's clothing. And in the same manga, Sumeragi Kagato is a male, but he likes to dress himself as a female, and no one found out he is a male when he is dressing in female outfit.
To determine a character is male or female, you don't look at their outfit, but determine by their body shapes, posture, movements and other minor but yet significant gender differences, provided that the character is not behaving like the opposite gender on purpose.
.....I'm serious. He goes on about his ideal world (shouldn't you speaking of truth?) doesn't include Gerubu and I pretty much think he just snapped his neck.

Who is Gerubu again? I having trouble keeping track of the other characters.
Finally, the Reshiram burst is revealed to us and we get a load of action. Seems like this series is coming to a close. Still speculation for a Kyurem burst but we'll see and find out. Enjoyable chapters no less.

Fraaaaaaaaud! I'm getting real tired of your bullcrap!
Spoiler:- img:
Fraud's first attack is "Aqua Emission". Written as "激流放射", "Torrent Emmision, spoken as "アクアエミッション", Aqua Emission. Aqua Emission? Sounds like a Water-type version of Flamethrower, considering its Japanese name translates into Flame Emission.
His second one is "Ground Upper. "Written as "大地昇拳, "Earth Rising Fist", spoken as "グランドアッパー", "Ground Upper".
The third one is "Lightning Slash". Written as "電撃切裂", "Blitz Ardent Slash", spoken as "ライトニングスラッシュ", "Lightning Slash".
So, Fraud gets Arcades' powers, which apparently include the ability to use Bursts of multiple types.
Gee, I wonder what Pokemon that sounds like. Arcades....Arc....something, but I can't put my finger on it.

Spoiler:- geeeeeeez:
Man I knew that would happen. Way to spend too much time just standing there, Ryouga.
I saw the whole "Fraud's just gonna waltz in there and take Arcades' power for himself while Ryouga wastes time" thing a mile way.
I mean
I didn't want it to happen.
and it happened anyway.
fffffffffffffffffffffffff
Guys, stop the swearing. You should knew this will happen from the very first. Do you really expect Ryouga become Arcades immediately upon arrival, then kick the a** of Fraud afterward, then the story end with a happy ending?
Fortunately, I don't expect such thing. And if that does happen, the manga will be boring. And by the way, you guys don't seems to understand Ryouga's feeling on the minute before he tends to became Arcades.
Finally, Milt becomes useful! I never thought I'll see the day!
This is the second time we saw that Golurk burst. I wonder if he's using the yoinked bursts from the BHS competition from a while back? (Or did Ryouga give them back to their owners? It's been a while...) The Samurott burst is snazzy.
