Legal means it's possible through ingame means, but it's not necessarily legitimate. Legitimate means that it was obtained ingame without any third party devices (ie AR, or Pokegen, or anything else of that ilk). However, unless you know whoever obtained it, and trust them, then it's better to say it's legal, although that doesn't mean it's not legitimate, it just means you're not sure whether is was actually obtained ingame, or hacked to look like something obtained ingame.
