The way I see it, Primetime games usually feature teams in few catergories:
- Storied franchises that the NFL refuses to stop living in the past with even if they aren't playing good as of lately (Cowboys, Eagles)
- Storied franchises that still are very relevant and will easily make money (Steelers, Ravens)
- Teams that have been consistently good and will usually provide a good, high scoring game (Patriots, Packers, Saints)
- Teams that had one good year and were expected to continue the trend next year (Broncos, Bengals, 49ers)
Everyone else is usually forgotten in the shuffle and usually get a primetime game by virtue of playing a team that fits into one of the above categories. Sort of a "Well they just so happen to be playing them on this day" sort of deal.
Either that or the "Flex Rule" comes into play where they change the time of the game so that something more interesting one can be shown. Example:
Last year, Patriots and Colts were set to play the primetime game once but it was given to the Saints vs Lions game by virtue of it being a more interesting contest than watching a team with no chance of winning. Oddly enough they didn't do it with the Saints vs Colts game, although I think it was because it was the timing of the games.
