Zekrom is cool. Like Reshiram, it doesn't find much use for moves that aren't boosted by STAB. Unlike Reshiram, it doesn't get a weather boost, but in return it gets Hone Claws as a stat boosting move, while Reshiram gets no stat boosting moves at all (apart from Hone Claws which is useless on special pokémon).

Zekroms lack of movepool is pretty obvious here. Even though Zekrom is a dragon, it doesn't get Dragon Dance, Swords Dance, or Bulk Up. So it has to do with Hone Claws. It also doesn't get Dragon Rush for some reason, no idea why, but it lacks it. In my opinion Rayquaza is a better physical offensive dragon, since it gets Dragon Dance, Swords Dance, Bulk Up, as well as some other toys like Extremespeed and Ray is also faster. I think Groudon is also a better physical powerhouse. Same base Atk and speed, but Groudon gets Swords Dance and has a better ability.
Anyway, Hone Claws is Zekroms way of getting power. After a hone claws it hits hard, and the accuracy boost makes Bolt Strike 100% accurate. Bolt Strike is Zekroms signature move. It's powerful, deadly, evil, and gets plenty of super effective hits. This move is Kyogres worst nightmare, although Ho-oh and Lugia also don't like being hit with this move on their weaker defensive stat. Outrage is outrage. Powerful, and hits the dragons that resist Bolt Strike for Super effective damage. The final move is basically a filler. Dragon Claw is an option (why don't you get Dragon Rush??) for a reliable dragon attack if you still want to be able to switch out at any time, Thunder Wave cripples sweepers, Toxic cripples defensive pokémon like Deoxys defence form, Substitute provides a defensive buffer, Dragon tail is shuffling support, defensive screens have their usual merits, Safeguard prevents status, and a special move can be used for physical walls.
The main reason why I don't add one of Zekroms non-STAB physical moves here is because they don't really help out Zekrom that much. For Stone Edge, Flying types are already hit hard by Bolt Strike, it only hits Ho-oh very slightly harder than Bolt Strike does (390 base power vs 400 base power), Rayquaza is hit harder with Outrage, and there aren't really any bugs, ice, or fire types in Ubers that it would be useful against (Reshiram is also hit harder by Outrage). Crunch is even worse off. Even though it catches lots of super effective hits, a neutrally hitting Outrage or Bolt Strike hits harder than a super effective Crunch. Also, apart from Shedinja there is truly nothing in the entire game that is hit harder by Crunch than by STAB Outrage. Zekrom doesn't even need Bolt Strike to make Crunch useless.
