Default Do you think all trainers in a region...

...go through the gyms in the same order, regardless of where their hometowns are?

Obviously, not every 10-year-old Pokémon League hopeful in Kanto lives in Pallet Town, and the same goes for all other regions. If a young kid were to start his/her journey in, say, Saffron City, it would be ludicrous for him/her to fight the Level 30+ Pokémon in Sabrina’s gym with not much more than a Level 5 starter. But it would also be ludicrous to make him/her travel all the way to Pewter City to meet Brock (not to mention that he/she would encounter Level 30+s along the routes in between).

May your quirky characters and edgy plot twists

    Because according to producers

    that's the only place
    where they belong.

I doubt it. The Gym Leaders obviously hold back when they're initially challenged by the player, as we later see them with teams far more powerful. They likely do the same for other people, and base their challenge on how many Badges a Trainer has already obtained.

In the game you have to obey the story line. In the anime, Ash makes the same line as in the game to make his journey similar to the rpg games.

In real life, players would go to the gyms out of order. A gym leader has to battle everyone who challenges him, that's his job.

This. It's confirmed by Cheren in B2/W2
