If you are inactive for more than two weeks (i.e. didn't draft, didn't play any games) your team can be given to a new owner. What's the general consensus about a rule like this? It wouldn't be very fun if half the team owners didn't participate very often.

I personally agree with this rule & to keep things moving swiftly I draft Metagross

We only went through one round... Everyone only has one pokemon... You can't battle with one pokemon. We're going to go through 10 rounds, and then everyone can pick 6 of those 10 they drafted to make a team to battle other teams every game. You can only use pokemon you drafted, so at very minimum we need to go through 6 rounds of the draft before battling.
