Yeah that's amazing, and I love the complex and dynamic goals of Team Plasma that were explored really well
Yeah, I was thinking that as I was typing it. All you pretty much encounter is a bunch of idiot grunts that makes it hard to take the organization seriously. Especially in Plasma's case.
Team Aqua and Magma were kind of interesting beforehand, I love how you seriously get into their plans quite a few times (actually just Mt. Chimney but still shut up). But their goals were ridiculous
BW2 is an exception because you already know who the teams are and what their goals are so it's more interesting than just random idiot grunts that steal stuff causing you to chase them then battle them.
I find Team Rocket to be boring. I can't really remember anything significant that they did before the climax in Gen 1. Gen 2/4 Team Rocket was worse though.
BW1's Team Plasma has been handled the best, mostly because of the complete aspiration change that they reveal and N joining it. N catching the dragon before the finale built tension too. Of course, the climax was amazing.
Team Rocket is my least favourite organization for a reason.

Magma/Aqua seemed more incompetent than usual, barring the leaders. I feel like they could have had a deeper story and a better climax.
So then should I stick with the girl design?

Fossils in Mt. Moon, the Nugget Bridge scheme and stealing the Dig TM, Game Corner hideout, Pokemon Tower with Marowak and Fuji. The whole point was that it wasn't anything -too- significant, which I liked about them. They're almost everywhere if you know where to look, but for the most part, they have their hands in a lot of different pies instead of one ancient legendary pie, which really made them stand out when compared to more recent evil teams.
I agree with your point about BW1, though.
