Ah, Rayquaza. This beast is raw power. So far, all I've seen are either Physical-only or Special-only sets suggested, with only 1 mixed set as I am typing this up. Therefore, let me remedy that, especially since it'll put those dual Base 150 offensive stats to good use.

EV's and Nature: 128 Attack/128 Special Attack/252 Speed. Hasty (+ Speed, - Defense)
Not much to explain that hasn't already been explained (or will be repeated by later users). Outrage is insane amounts of damage to whatever doesn't resist it, with Dragon Claw there for reliability. Anyone who's seen my previous entries knows what I think of reliable moves; use over the power moves if the power moves can't be counted on. With Outrage, you're locked into it for 2-3 turns, with automatic confusion afterwards. I'll explain more when I explain my recommended item choices. V-Create is even more insane amounts of damage. Pairs nearly perfectly with your Dragon attack, 180 Power, 95 Accuracy (Stone Edge can only WISH it was half this reliable), and doesn't lower your offenses...the only excuses you have for not using this move are it's Speed-lowering effect, if you really hate the Defensive drop, and if you can't get a Rayquaza with it. Surf is primarily for Heatran, who with Flash Fire is the only thing that resists the Dragon/Fire combo if it runs Flash Fire. The Super-Effective hit on Groudon is also favorable. Thunder is mostly filler; the Super-Effective hits on Kyogre and walls-this-monster-to-no-end Lugia is it's only real selling point. I didn't mention Thunderbolt because there may be rain on the field even with Air Lock in effect; I don't fully get all the details about weather control, but if you can ensure rain (to turn that pitiful 70 Accuracy into 100), run Thunder. Air Slash is your alternative. STAB, hits most of the Uber Tier for neutral damage, chance to Flinch...Rayquaza could have a worse filler. May not be it's best filler, but it's not the worst.
Now, for Items. Life Orb boosts damage but slowly kills yourself. Not usually my first choice, but with Rayquaza's weak defenses and V-Create making them worse with each hit, you may not last long enough to care about the self-inflicted damage that Life Orb often brings. Choice Scarf...on something with a potential 317 Speed...with an attack for almost everything...Game Over! Not only does it max out your Speed to the point where you only have to fear Speed Deoxys outrunning you, but it turns Outrage and V-Create's only downsides into non-issues. Negating Outrage's self-induced Confusion and V-Create's defensive & (more importantly) Speed drops, you can't go wrong. Well, you can, but only if your opponent has Stealth Rock set up. We know the drill by now, Choice Items lock you into a single move. In my opinion, not as bad as self-inflicted damage like from Life Orb. Just pick what's more important to you: more power, or more speed.
EV's and Nature are self-exlanitory. Hasty to boost your Speed and give you some false hope of surviving an Ice Beam that's guaranteed to come for you. (key word being "false", especially the turn after you use V-Create) Max Speed because you share the same Base Speed with Kyurem, who will destroy you if it hits first. You also want to ensure that Zekrom and Reshiram can't outrun you without help (Flame Charge, a Choice Scarf of their own, etc.). The remaining EV's are split evenly to ensure heavy damage at both ends of the spectrum. You're already hitting most, if not all, of the Uber Tier for (at worst) Neutral damage, with Super Effective hits guaranteed at least a few times. Max Attack and Max Special Attack would be ideal, but you've only got so many EV's to use, and there's no point in investing in Rayquaza's defenses or bulk.
