The last move choice is necessary because of the abundance of steel types, but the choice depends on personal preference, again.

Outrage hits that hard after the CB boost, there isn't much need to play safe when all of the foe's Steel types are gone. Even then, V-Create hurts stuff hard like Ferrothorn/Scizor/Metagross, and Earthquake hits Heatran, who walls it otherwise. Extremespeed is powerful priority, picking off fast stuff.

Rayquaza. I love this thing's looks, cry, Stat spread, and Dragon Type. V-Create synergizes well with Extremespeed (Lacking Speed? Go first anyway!) and it can use its STABs equally well on Physical or Special sets. Not to mention a hugely diverse Movepool and possible Tutor Moves from 3rd and 4th Gen give you unpredictability in all except one thing - tactics. You will be wrecking everything in your path with Rayquaza with the right Moves and predictions. A 2x Weakness to Rock makes Stealth Rock an issue, but not from the Pokemon it'll typically face. Tack on an anti-Weather Ability and you have the right to remain calm and mow down opponents. Unfortunately, a 4x Weakness to Ice means you have to beware of potential-Ice Move users (Arceus, Kyogre, Mewtwo, Lugia, Palkia, Kyurem, etc.), especially the faster ones if you aren't switching into them.

Rayquaza the mighty. The dragon that truly looks and fights like one. This thing will rip apart entire teams if the opponent doesn't have Ice beam, priority moves, or Scarf Garchomp. Rayquaza is one of my favorite Pokemon, and rightfully so.

This is the typical Rayquaza moveset that, given a chance to set up, will rip entire teams apart with its base 150 attack stat. Jolly is preferred here just because of the higher speed, although Adamant is perfectly useable here, too. Outrage is for sheer power against the opponent, although Dragon Claw does prevent locking steel types from walling you (and even then, you're still going to be taking out a huge chunk of HP). Extremespeed is for priority when you know it's about to go down, and Earthquake is for steels.

This is oftentimes a largely unexpected moveset, and can catch opponents off-guard. Item choice is if you prefer it to be a revenge-killer or a sweeper. Specs is for sheer power, Life Orb is for the ability to switch between moves, and Choice Scarf is if you're interested in the revenge killer. Draco Meteor is for breaking down opponents, while Dragon Pulse is for consistency. The fire move depends on what you prefer, although Overheat is preferred on the scarf set. Thunder is for Kyogre (although the chance of it missing can cost you, so Thunderbolt is an option).

Mixed Rayquaza (my personal favorite set):

My favorite set of them all. This set plays to Rayquaza's strengths of special attack and attack. Draco Meteor, again, is for breaking down walls. Fire Blast is for steels, and Extremespeed is for priority. Outrage is essential to this set, as breaks down what's left of the walls. The confusion doesn't really matter because sometimes this set switches out rather frequently.


Counters to Rayquaza: Despite the fact that Rayquaza is one of the strongest dragons, it still does have its counters.

Scarf Garchomp outruns all the sets (unless Rayquaza has a few DD boosts) and KO's with Outrage. Heck, ANY scarfed Pokemon will outpace and OHKO Rayquaza with one of their STAB moves. A few other famous scarf users that can do this include: Dialga, Palkia, Reshiram, Zekrom, and Kyogre.

Giratina-A can also try to wall Rayquaza (although it's usually 2HKO'd by most of its attacks). Giratina-O performs a similar function, only you have to be more careful with it than its altered form.

Kyurem, while it is an odd choice for Ubers, is also a solid counter for Rayquaza. They both have the same base speed, and if Rayquaza has no boosts, Kyurem can potentially speed tie and OHKO with a STAB Ice Beam. It can also be a scarf user, once again hitting with Ice Beam.

Many Pokemon have a higher base speed that allows them outrun and KO Rayquaza very easily. Deoxys-A, Deoxys normal form, Mewtwo, Mew, Jirachi, Darkrai, Arceus, Thundurus, Tornadus, and opposing Rayquaza can all hit back with Ice Beam or a similar attack (HP Ice for Tornadus, Thundurus, and/or Ice Punch for Jirachi) that OHKO's instantly.

Closing comments: Beware the mighty Rayquaza. Despite its relatively big list of counters, this thing is still very dangerous to any Pokemon that goes up against it. As it was said above, if that thing is given the chance, it will rip entire teams apart.

This set may have already been posted by 50 other people already but whatever, it's what I came up with once V-Create Rayquaza was announced. Outrage has outstanding power, especially since Rayquaza has the most powerful Outrage in the game, tying with Zekrom, and is the main attacking move of this set. Earthquake gets near perfect coverage with Outrage, hitting everything but Skarmory for neutral damage. Earthquake is also just an amazing move in general, so there's really no reason to not use it. V-Create being available on Rayquaza is a game changer considering the fact that it's just as powerful as a STAB Outrage and should not be toyed with. It allows Rayquaza to hit Ferrothorn, Skarmory, Scizor, ah whatever, you know what it hits. ExtremeSpeed is key on this set considering his meh base 95 Speed.

This set capitalizes on hitting as many things as possible, and hitting them hard. Draco Meteor is the main STAB move of choice, but Dragon Pulse is also an option if you don't want the Sp. Atk drop. Fire Blast hits the Steel types for super effective damage, but you can also use Flamethrower if you don't like the 85% accuracy. Earth Power is an option, as it allows you to hit Heatran, but that's about it. Also consider the fact that Flamethrower and Fire Blast are both more powerful than Earth Power, and will probably be more effective, but if you want to use Earth Pwer then be my guest. Thunderbolt and Ice Beam get the famous BoltBeam combo, which Rayquaza is in my opinion one of the best users of it. Ice Beam is key on this set, as it allows Ray to do super effective damage on the plethora of Dragon types that reside in the Uber tier.

Rayquaza is so freaking uber. If it wasn't banned from standard play Salamence wouldn't really have any job at all. The only thing that Salamence can do that Rayquaza can't do better is Intimidate and Wish, basically somewhat defensive duties. But Rayquaza's job is simply to annihilate everything with its insane attack stats that make Salamence cry for its mother, its insane movepool that Salamence can only dream of (yes Salamence, you don't get Extremespeed, Surf, Swords Dance, V-Create, Overheat, or Thunderbolt). Rayquaza can be varied quite a bit, but it will pretty much have the same job, namely just attacking and attacking some more. The only variation is in which of its moves it actually uses to annihilate you.

fairly straightforward. Draco Meteor is STAB and gets a lot of Super effective hits, Overheat kills steels, Thunderbolt kills Kyogre, Ho-oh and Lugia, and Surf kills Heatran and does respectable damage on Groudon if you don't want the Sp.Atk drop from Draco Meteor. Thunder is not an option since Air Lock prevents rain from affecting the accuracy. Air Lock also prevents Groudons Drought from protecting it against Surf. Timid so you outrun base 90s with a speed boosting nature, like Jolly Groudon and Zekrom or Timid Reshiram/Kyogre. For some reason Rayquaza doesn't get Grass Knot, no idea why.

You could go with EQ if you fear Heatran a lot, but apart from Heatran it doesn't really have any use in ubers when it lacks STAB.

Earth Power wouldn't be needed very much as Heatran is doing nothing much to scar Rayquaza and Surf will severly hurt Heatran, Though Earth Power Might give a quick answer to a Weakened Dialga. Note that Earth Power is most likely not a solid 1HKO and Dialga will 1HKO you with Draco Meteor. HP fighting is worthless, especially if you just want to hit Blissey. Blissey will most likey stall you out anyway. Also note Energy Ball will fail to 1HKO Kyogre and Kyogre will KO you with Ice Beam. Draco Meteor will KO any Dragons 4x weak to Ice, so Ice Beam isnt really necessary. Therefore I would suggest:

Energy Ball
Surf
Dragon Pulse / Thunderbolt

Draco Meteor is your main STAB, Fire Blast deals with Steel types, Energy Ball gives a nice Groudon answer. Surf can take on Ho-oh, Dragon Pulse can be used along wiht Draco Meteor as to not decrease spA, and finally Thunderbolt is an option to hit Kyogre hard, aswell as give you something good against Lugia, who still might be able to stall you out.

POTW collaboration – Rayquaza

RAYQUAZA! Why was I such a bad nickname creator when I was 6 years old and called you “Sky Dragon”? Now you’ve been transferred outside of Ruby and that name will stay forever...

Anyways... Rayquaza! It’s one beastly dragon with base 150 for both its Attack and Special Attack. Sadly, its Speed at base 97 is a little lackluster for such a fearsome sweeper, and its low defenses keep to its title of sweeper. Luckily, Rayquaza can learn Dragon Dance to bring up that Speed and in general is still a might force to behold.

Abilities:
Air Lock – Is Rayquaza’s only ability. It negates all weather effects while Rayquaza is on the field. Perfect considering weather is so commonly used, but just remember that if in Doubles or Triples your Kyogre or Groudon lose their precious Drizzle/Drought effects when on the field at the same time.

Dragon Dance will raise Rayquaza’s Attack and Speed, while Swords Dance sharply boosts its Attack. Outrage or Dragon Claw get STAB; Outrage is very strong, but randomly strikes any target in multi battles and confuses Rayquaza when it stops. Dragon Claw doesn’t have any side effects but has much less base power. V-Create is an event-exclusive move that deals devastating Fire-type power at the cost of Defense, Special Defense, and Speed. If you do not have this special Rayquaza, another great move to use instead is Earthquake to rid of Steel-types like Dialga and Heatran that would block your Dragon STAB. Extremespeed gets priority and really good base power. Stone Edge can be paired with Earthquake for the Edgequake combo.

The Life Orb will further boost Rayquaza’s attack power, the White Herb will recover it from stat drops from using V-Create once, and the Focus Sash will keep it from getting OHKO’ed while setting up considering how frail it is in Legendary terms.

Flamethrower and Fire Blast are two good Special Fire-type options (Fire Blast has more power but iffy accuracy) to prevent most Steels from blocking your Dragon-type choice. Surf gets rid of Heatran. Air Slash gets Flying STAB, while Energy Ball deals with bulky Waters.

Sorry, but when I saw that Rayquaza could learn Fury cutter, I just couldn't resist :P But hey, at least no one will expect it...

SD boosts attack, T-Wave+Swagger creates Parafusion, which can stall enemies while you boost. Fury Cutter increases in power every turn, and does so even more with Metronome. Fury Cutter normally maxes at 160, and with Metronome, I believe it does up to 320 (maybe, I'm not entirely sure). Just remember to keep using FC once you start!

Ah, Rayquaza. This beast is raw power. So far, all I've seen are either Physical-only or Special-only sets suggested, with only 1 mixed set as I am typing this up. Therefore, let me remedy that, especially since it'll put those dual Base 150 offensive stats to good use.

EV's and Nature: 128 Attack/128 Special Attack/252 Speed. Hasty (+ Speed, - Defense)

Not much to explain that hasn't already been explained (or will be repeated by later users). Outrage is insane amounts of damage to whatever doesn't resist it, with Dragon Claw there for reliability. Anyone who's seen my previous entries knows what I think of reliable moves; use over the power moves if the power moves can't be counted on. With Outrage, you're locked into it for 2-3 turns, with automatic confusion afterwards. I'll explain more when I explain my recommended item choices. V-Create is even more insane amounts of damage. Pairs nearly perfectly with your Dragon attack, 180 Power, 95 Accuracy (Stone Edge can only WISH it was half this reliable), and doesn't lower your offenses...the only excuses you have for not using this move are it's Speed-lowering effect, if you really hate the Defensive drop, and if you can't get a Rayquaza with it. Surf is primarily for Heatran, who with Flash Fire is the only thing that resists the Dragon/Fire combo if it runs Flash Fire. The Super-Effective hit on Groudon is also favorable. Thunder is mostly filler; the Super-Effective hits on Kyogre and walls-this-monster-to-no-end Lugia is it's only real selling point. I didn't mention Thunderbolt because there may be rain on the field even with Air Lock in effect; I don't fully get all the details about weather control, but if you can ensure rain (to turn that pitiful 70 Accuracy into 100), run Thunder. Air Slash is your alternative. STAB, hits most of the Uber Tier for neutral damage, chance to Flinch...Rayquaza could have a worse filler. May not be it's best filler, but it's not the worst.

Now, for Items. Life Orb boosts damage but slowly kills yourself. Not usually my first choice, but with Rayquaza's weak defenses and V-Create making them worse with each hit, you may not last long enough to care about the self-inflicted damage that Life Orb often brings. Choice Scarf...on something with a potential 317 Speed...with an attack for almost everything...Game Over! Not only does it max out your Speed to the point where you only have to fear Speed Deoxys outrunning you, but it turns Outrage and V-Create's only downsides into non-issues. Negating Outrage's self-induced Confusion and V-Create's defensive & (more importantly) Speed drops, you can't go wrong. Well, you can, but only if your opponent has Stealth Rock set up. We know the drill by now, Choice Items lock you into a single move. In my opinion, not as bad as self-inflicted damage like from Life Orb. Just pick what's more important to you: more power, or more speed.

EV's and Nature are self-exlanitory. Hasty to boost your Speed and give you some false hope of surviving an Ice Beam that's guaranteed to come for you. (key word being "false", especially the turn after you use V-Create) Max Speed because you share the same Base Speed with Kyurem, who will destroy you if it hits first. You also want to ensure that Zekrom and Reshiram can't outrun you without help (Flame Charge, a Choice Scarf of their own, etc.). The remaining EV's are split evenly to ensure heavy damage at both ends of the spectrum. You're already hitting most, if not all, of the Uber Tier for (at worst) Neutral damage, with Super Effective hits guaranteed at least a few times. Max Attack and Max Special Attack would be ideal, but you've only got so many EV's to use, and there's no point in investing in Rayquaza's defenses or bulk.

Earth Power wouldn't be needed very much as Heatran is doing nothing much to scar Rayquaza and Surf will severly hurt Heatran, Though Earth Power Might give a quick answer to a Weakened Dialga. Note that Earth Power is most likely not a solid 1HKO and Dialga will 1HKO you with Draco Meteor. HP fighting is worthless, especially if you just want to hit Blissey. Blissey will most likey stall you out anyway. Also note Energy Ball will fail to 1HKO Kyogre and Kyogre will KO you with Ice Beam. Draco Meteor will KO any Dragons 4x weak to Ice, so Ice Beam isnt really necessary. Therefore I would suggest:

Draco Meteror
Fire Blast
Energy Ball
Surf
Dragon Pulse / Thunderbolt

Draco Meteor is your main STAB, Fire Blast deals with Steel types, Energy Ball gives a nice Groudon answer. Surf can take on Ho-oh, Dragon Pulse can be used along wiht Draco Meteor as to not decrease spA, and finally Thunderbolt is an option to hit Kyogre hard, aswell as give you something good against Lugia, who still might be able to stall you out.
