Swanna shouldn't have been Skyla's main to begin with. Pelipper and Swanna don't really fit Skyla TBH, if there are more fitting Pokemon than those two, they should be replaced.

Azumarill is a fine enough Pokemon with Huge Power.
Certainly more useful than Luvdisc. Juan may as well have had 4 Pokemon, honestly.

To be honest, a Luvdisc would kinda of underwhelming. I still want a Wailord to be on his side though or something of equal value.

Wasn't his team mostly 3rd gen water Pokemon? I actually never played Emerald, but that's how Wallace's team was I think. Maybe they threw Luvdisc in there for that reason alone.
