I don't think anybody really cared about his role in the episodes over that of Giovanni and Team Plasma, except as far as the potential of Pierce being arrested.

Given that the designs are basically taken directly from the games, it's not like they're wasting a huge amount of effort. And Wallace appearing in DP seemed to me like it had more to do with tying into May's reappearance than just making use of the design.

They also had anime art for Porygon2 and Porygon-Z for the johto and DP series, respectively, but they never got put to use in any way, shape, or form, but I digress.

I think those designs may or may not be used at all, but that's just my opinion.
