If I had to pick a specific type, it would be Water and I'd choose these guys:

Starmie: Psychic, Thunderbolt, Ice Beam and Waterpulse.

Ludicolo: Leech Seed, Giga Drain, Hydro Pump and Rain Dance.

Swampert: Earthquake, Muddy Water, Yawn and Focus Punch

Empoleon: Steelwing, Dig, Shadowclaw and Aerial Ace

Gyrados: Dragon Dance, Hyper Beam, Waterfall and Dragon Pulse(?)

Luvdisc: Sweetkiss, Attract, Waterpulse and ?

Going by Generation III restrictions...

I would most likely be a Fire-type Gym Leader, giving away TM35 (Flamethrower) and a badge known as the 'Nova Badge', whose puzzle would revolve around travelling across a large volcanic-like area with a magma sea below them as they battle against the Gym Trainers; flame pillars blocking their way throughout that they need to find switches to turn off in order to move on.

I'd like to be a Ghost Type Elite Four, but since the real good Pokémon of this type were created only in Gen IV and V, I would be a Dark Type Elite Four.
But with a better design than Kagetsu's.
